The Government got used to import goods to satisfy the needs of the nation, for which production grew only 0,03% between 1998 and 2015 while the consumption per capita of the public sector 2,3% each year. In the private sector, the annual growth was of 1,9%, according to numbers given by the economist Miguel Ángel Santos, who also spoke about the downsize in the price of petroleum.

Previously, the barrel of Venezuelan raw oil was priced in about 88$ but for 2015, the average price was of 44$. Even when the petroleum price dropped a 50%, imports only dropped a 20%.

For this year, the goal of imports proposed by the State is of 21 billion dollars: 45% less that imports made in 2015. If it is compared with 2012, the amount looks even smaller, because in that year there was a 71% increase, Santos said in an interview with César Miguel Rondón on Circuito Éxitos.

For 2012 it was being imported, on average, 2.000$ per Venezuelan. This year the amount dropped between 620-630$ per each habitant. Besides, according to Santos, “There is no production to assume that hole” between what the Venezuelan used to consume and what it consumes now.

The economist marked that Venezuela needs to borrow from multilateral organisms, like the International Monetary Fund, the Interamerican Bank for Development, the World Bank and the Corporación Andina de Fomento to cover that void. In a hypothetic example in which a barrel of petroleum gets to 50$ and imports get to 32 billion, there is a hole between 18 and 20 thousand dollars.

But this option passes through a change of government. “The government of Maduro can’t get a loan. The problem is a public administration without any capability to negotiate with multilateral organisms and without any credibility”.

Santos marked that it has to occur a change of government but in pacific terms, constitutional and electoral, because organisms don’t react well to violent transitions.

He makes clear that whoever gets in charge has to think about raising taxes and unify the kind of exchange. “I think that when Venezuela makes these measures it will grow immediately. However the projections for the end of 2016 and 2017 are looking a lot like what was experienced in the first six months, and with an increase for food and groceries between 1.300% and 1.400%.
